Pc doesn't feel right

That might be a bundled app (I assume you got it from the ASUS website?). WinRAR and ASUS have some weird partnership.

Beats me though, havent used ASUS kit in years.
Worst case scenario, install it and uninstall it after you've updated the BIOS

Got iit sorted in the end. New issue though the HDD that i installed the Assus Suite on has vanished i cant locate it lol but otherwise my bios has updated

Entirely gone? If you type in 'disk partition' into the search bar, is it at least regonised?
Could just be a little blip with the BIOS update, might need to tweak a setting in BIOS.
 
So after Updating my BIOS and also running a DDU programme then re installing my intel and nvidia drivers my benchmark score was much hire.

First attempt before any updates or changes:
NVIDIA GeForce RTX 2080 Ti video card benchmark result - Intel Core i7-8700K Processor,ASUSTeK COMPUTER INC. ROG STRIX Z370-H GAMING (3dmark.com)

Second attempt after updates and changes:
NVIDIA GeForce RTX 2080 Ti video card benchmark result - Intel Core i7-8700K Processor,ASUSTeK COMPUTER INC. ROG STRIX Z370-H GAMING (3dmark.com)

Now to see if that makes any difference to cyberpunk if it still CTDT then ill have to maybe think about looking at the GPU warranty and contacting NVIDIA.

This is good, you've bridged about half the gap to the comparison score I found earlier. There are obviously differences between components, and 3dnark sadly doesn't list the exact parts to compare.

You CPU seems to be the limiting factor, GPU (when comparing just Graphics score) is within 4% of the average 2080ti, but the CPU is around 13% below the average 8700k.
It could be that 3dmark is running off your HDD instead of SSD.
Also, remember to re-enable XMP. It doesn't really do much on Intel in comparison to AMD, but you're currently running 2133MHz, so worth a punt.

However, now everything is updated and looks somewhat OK (apart from what I said above), if CP 2077 still doesn't work properly, I'm putting it on the game and not your hardware.

One last thing, is CP installed on a SSD or HDD?
This will make a huge difference as CP is one of the few games that actually require a SSD to run smoothly.

Turned XMP on thanks for reminding me and yes CP is on an SSD so was 3DMark
