PC extremely sluggish, CPU going crazy

Seem to have an issue where by my dual core CPU is going crazy for no reason and I can't work it out why.

My CPU seems to be going along at at least 60% on both cores, even when nothing is running.

Checked the task manager to see if any processes are hogging my CPU, but nothing is listed, so I downlaoded this little tool called Process Explorer from Sysinternals and it lists 40% being eaten up by Deferred Procedure Calls (DPC's).

I can't kill these things - TBH don't have a clue what they are - so what are they and why have they appeared out of nowhere? It's bugging the hell out of me. :o
 
This is Vista 64bit btw, with 4gig ram and an e2160 cpu (I think). All updates installed.

EDIT: Internet explorer seems to take up an inordinately large amount of CPU time as well for some reason.

I cant even remember to be honest. How would I find that out? :p

I tried doing the above anyway but it hasn't worked unfortunately.

BTW - forgot to mention that I did the DPC checker thing and it spikes frequently into the many thousands, so I think something is up along those lines.

EDIT: Yes its a Gigabyte. It's a P35C-DS3R F6.

Is there any way to run 32bit programs on 64bit Vista? I'm trying to flash my bios but it won't do anything and I can't seem to find an updating tool that's 64bit. Cheers.
