Pc fault, failing to boot from cold start up

Hi guys

I am at a loss to a fault with my pc..

See video it does this when powering from cold boot, it does eventually power on and when it does it works flawlessly..

Any ideas?

I have removed most of the ram, and running on board gfx still same issue, I think it might be a motherboard issue of of thought if it's psu related it wouldn't work correctly when gaming when it eventually does boot

Hi guys

Swapped psu and it's exhibiting exact same symptoms...

Motherboard?

Just to recap so far

Swapped out for another psu exact same issue
Reduced to 1 stick of 4gb ram
Removed gpu to run onboard

Previously it would eventually boot and stay powered on gaming with no issues etc unless I turned off completly

Now it's stuck in same boot cycle no post or anything
I did also have trouble with some USB ports
