Pc fault, failing to boot from cold start up

I have removed most of the ram, and running on board gfx still same issue, I think it might be a motherboard issue of of thought if it's psu related it wouldn't work correctly when gaming when it eventually does boot
 
Mine was doing a similar thing during startup and it was a faulty PSU.

However, once it started doing that it never did boot.
 
I had that exact issue an age ago, it the psu. Had to hit the switch a few times and it got a little further each time, then finally boots. Chance it could be the mb, but I'd put my money on the psu. Got a spare you could test on?

Swapped psu and it's exhibiting exact same symptoms... :(

Motherboard?

Just to recap so far

Swapped out for another psu exact same issue
Reduced to 1 stick of 4gb ram
Removed gpu to run onboard

Previously it would eventually boot and stay powered on gaming with no issues etc unless I turned off completly

Now it's stuck in same boot cycle no post or anything
I did also have trouble with some USB ports
