Both steam registerable from GetGamesGo. Cheapest I've seen FM2012, SS3 has been slightly cheaper in the past I believe but still pretty good price for a 6 month old game (also includes Serious Sam First & Second Encounter games).

I highly recommend them if you're into RTS games 1st and 2nd are both worth getting as they offer vastly different playstyles.

If you get the first one, don't get it on steam, get a retail copy. The steam version updates itself past the point where you can specify custom resolutions in the ini file, which is a real pain.
