There could be a myriad of reasons, e.g:

-Different arrangements with publishers in terms of how much they have to pay based on region (i.e. a NA sale may cost them less than an EU sale)
-There may be an excess of licenses they are permitted to sell to the NA market relative to EU e.g. lets say you have 100k keys left for a game that you can sell in NA, but only 10k left you can sell in EU, you'd push the NA ones more.
-Marketing reasons e.g. they may offer cheap games in NA to try and boost activity in that market i.e. they want to get Americans using their site more so they can push the sales of other products
-Accounting/Tax reasons i.e. it may be preferable to make sales in one particular region
 
Just picked up Dawn of War II Complete set for 9.99 EUR off of Steam... that's a hell of a lot of gaming for the money, and i've held off playing it until now!
 
Does bf3 from Amazon work fine ?

Origin will handle it as soon as you get a valid key, they arent region locked. Amazon download service even from the usa works great.
The catch is you need to buy the expansions if you want to play on every server. Does the coupon work with the premium option too
Personally Im fine with the basic game and I usually play deathmatch anyway as its become too cartoony to take seriously imo, waiting for Arma 3 to buy instead

Opinions please,

I have completed Batman AA ages ago is this pack worth getting just for the second one, and just give away Batman AA. I have plenty of games to get through after the last 2 sales, but can't imagine Batman City being any cheaper come Xmas sales or has it been already?
