Install the Tunnel Bear Chrome addon, select Brazil as the country and proceed to the check out. Select Paypal for payment then when the window pops up turn off Tunnel Bear (so you're now browsing direct from your own connection) and proceed with the payment. Sometimes this still fails and the transaction is cancelled because it does a country lookup on your PayPal delivery address (Dirt Rally does this, Escapists and various others i've bought worked fine).

Got the the PayPal payment screen using Tunnel Bear Chrome addon no issues, don't know if the title is region locked and would fail on the PayPal address however without actually buying it.

Some titles will work fine, others don't but still worth a punt. I know that Dirt Rally didn't nor when they had Max Payne series for £2, bought plenty of other fine inc over Christmas.

Ah, I didn't realise it's on a per-game basis, thanks for that :)

- Some games in your shopping cart are not available in your area

You can add it to cart, but it wont let it be processed unless you're in a country thats cleared for it etc. So you'd need a VPN. At £17 is a lot better than any alternatives ive seen.

Never had an issue using Nuuvem though, used em plenty of times but never when they've needed a VPN, but as they've become known its been harder. The last few game i'd gotten have ended up being region checked after i'd bought them, but i'd already slipped through the net.
