I believe this is a motherboard problem.. which is why I've posted it here.

I've just gone from AMD to Intel.

Motherboard : Asus P5B Deluxe WiFi (new from OCuk)
CPU : Intel Pentium 4 D 805 (new from OCuk)
RAM : SuperTalent 2 x 1GB DDR2 800 Mz (new from elsewhere :P)
PSU : Emermax SLI 600 W (old but tested)
GPU : XFX Geforce 9800 GTX (old but tested)

What happens is when the power switch is pressed the fans move for a split second...and then cuts off. I've attached the extra 12V from the PSU to the MB and I know the PSU has enough juice.

It's not the case of the Mobo shorting out on the case since I've set it up barebones outisde of my PC.

I am at a loss as to what the problem to could be. If one of the new components is faulty which is it likely to be ? Gfx card and PSU I've tested out on my AMD system but I can't test the DDR2 , CPU and MB.

There are no beeps or anything.Any help would be appreciated.

I've tried one Ram stick at a time but no change. Which is why I am leaning towards the RAM modules not being the cause of the problem because chances of them both failing are lower...

CPU fan is also attached properly.

sounds like the board does not like certain pc6400 memory, (like the gigabyte ds3 and 4, also my asus p5b wont boot with certain 6400 memory in.
try some different memory mate.
