Pc/Mouse keeps lagging

Hi all, I'll,do a YouTube vid in moment but my pic/mouse lags as soon as I run anything ie ts3 Rome total war 2 or shogun 2 both games are on separate hard drives I've tested the ram and the hard drives they seem fine pic was finally built today, just in case that helps.
I've done a few basic stuff like defragging etc etc etc I just can't understand why it's lagging the pc:
Cpu:I5 4430
Mobo:1150 socket
Gpu: 670 gtx
Psu: 750w nzxt
Ssd
Hdd
Ram: 4gb Kingston

could be down to only 4gb of ram,probably one stick single channel aswell?

2 x2gb ram duel bud just playing Rome total war 2 on ssd no lag everything else on my other hd lags,, take it, it's broke lol

Hmm just Incase for example if I run rome2 the game don't lag the keyboard don't lag it's the mouse it will freeze /stop for one 1-2 secs intervals I can see the pic runs smooth background nothing lags I can't use w/a/s/d to move camera and that is fine. I've got an example on my iPad I'll upload to YouTube now

http://youtu.be/CLIFdfPPNP0 This is what happens soon as I run a program like teamspeak games run fine like on Rome I can move map with keys no lag/lock but mouse only locks up does this I'm thinking mouse might be damaged.. Gonna see if cables are damaged or buy a cheap mouse and see if it helps and identify the issue
