PC not booting with GPU

I built a new PC and when the new GPU is plugged in the PC won't boot. Stuck in an on/off loop every 5 seconds.
Cleared CMOS, stripped parts to minimum and putting parts in 1 at a time. No luck.
It has been tested in another system and works.
I updated BIOS, checked connections and got a more powerful PSU.
An unpowered old GPU works in PCIe slot. GT 210
Windows 11
Intel i5 12400
Radeon RX5500 XT GPU
MSI Pro B760m-P Motherboard
Crucial P3 Plus M.2
Hyper X Fury DDR4 4*8GB RAM

I really am stuck now. It's my first build too.
New motherboard or GPU?
All parts are brand new.
 
What make and model is the psu? Is it a fresh install of windows? Have you tried using the cpu's onboard graphics with the actual gpu removed? Have you tried just a pair of memory sticks in the primary slots which are Dimm A2 and Dimm B2? If it still doesn't work and you know the gpu is good in another system then there's a chance the motherboard is DOA. RMA it and swap it for a better quality board as that one has no cooling at all for the vrms. Two sticks of 16Gb each would be better than 4 sticks of 8Gb each as well because it will put less strain on the cpu's memory controller.
 
My PSU is a Corsair CX650F RGB. Fresh Windows install.
The onboard GPU works and I tried the RAM in A2 & B2.
I've done just about everything offered in forums so I think I'll get another motherboard.
I will be upgrading the RAM when I can.
Is it best to get a Motherboard with 2 RAM slots? I also prefer mATX as I won't be using any more PCIe slots.
It's really distressing to have a new build have problems on my 1st ever build but I expect it's all learning.

Did you clear the CMOS using the jbat1 pins on the motherboard while removing the bios battery and power cables ?

No you don't want a motherboard with 2 slots you have 4 memory sticks.

The new GPU is pcie 4 but the old one is (IIRC) only gen 2. I checked the online manual for the mobo but there is nothing about BIOS config. Pcie slots should train for the correct speed but maybe that BIOS needs a separate setting for gen 4.

I changed the PCIe setting to Gen 4 in BIOS when I first booted the new setup.
I'm ordering another motherboard and if it then works, great. If not, then send new mb back and get a new GPU.

MSI can't help with a new solution.
I've ordered an MSI GPU, Radeon RX 580 Armor 8GB.
This is the only other thing to replace now. Fingers crossed.

The only thing that know of which is different between the GT 210 and RX 5500 (apart from the external power connector) is that the GT 210 is going to be a legacy BIOS / CSM, while the RX 5500 is probably UEFI, so if you had an old Windows install there's a possibility that could be your boot problem. You said that you reset CMOS though, which I'd expect to resolve any CSM / UEFI / secure boot issues on a new system.

Seems suspect the issue happens only with a powered GPU.

Are you sure you have the correct PCIE power cables and used the new cables for the new PSU.
 
There could be a problem with the rx 5500 maybe a capacitor has blown, voltages may be able to pulse through but power up will be impossible, you've tried the 210 and everything seemed ok.

Do you have another gpu you could try, maybe a freinds card that has a power plug just to rule out the problem could be the 5500
 
If the gpu worked in another system but does not work with your 2 new motherboards then you should try and borrow a different psu also to rule that out.

If its stuck in a boot loop then try ruling the os install out by using a Linux Live cd/USB or ddu gpu driver remover.

I have tried everything during the last week or so, from MSI to a few forums like this one.
 
Possible worth trying a different monitor cable. I’d also set the system up outside the case, just to rule out any oddball shorts.
