PC Not Booting

Today morning I was having some problems with my PC, anti-virus wasn't working, instead of the desktop there was a black screen on boot-up and was having problems with java. So I reformatted my 64gb crucial m4 ssd and re-installed windows 7 64-bit on it. I installed most of the drivers. Then, I restarted the PC and now it is not booting into windows, it is just staying on the motherboard screen. It is not even letting me go into the BIOS or anything else. I cleared CMOS.

All my specs are in my sign except my motherboard: Asrock Extreme4 Gen3
 
I'm just seeing the normal startup screen:

It doesnt even let me do anything. It just stays on the screen like in the picture above.

Can't access bios, boot menu, etc.


When i press f2 to access bios, a black screen comes up. And then when I stop tapping it it goes back to the screen of the picture above
 
Try upluging everything run it on the on board graphics with 1 stick of ram, ssd and then see if it boots,try a different psu if u can. if not its something worng with the mobo or cpu, try a standard sata 2 drive if you too
 
unplug any usb devices. It could be hanging when detecting them. I had a usb fan that did the same if it was plugged in while PC booted.
