PC not coming on properly

My spare PC hasn't been on in a while, and now when I turn it on the fans are coming on and off (about 2 seconds on then 2 seconds off repeatedly), and there is no display at all.
I also noticed the battery had come loose, but even pushing it back into place hasn't changed anything.

What could the issue be?

Check all cables are securely seated.
Check the GPU is seated firmly.
Remove & reseat the RAM sticks
Try unplugging all non essential things from the motherboard (fans, RGB etc).
Try resetting the BIOS

Is your cpu an apu?
If so remove the gtx card and try to boot

Any LEDs or beep codes?

How old is the PC?

If it's old and not been used for a while the battery may be dead and needs replacing and for the sake of a couple of £, may as well do this anyway.

Can you list the spec of the PC?

It was indeed a battery issue.
