PC not completely off after shutdown?

Hey folks, I have noticed lately when I power down my PC the monitor lights stay on standby - normal you say... However I have a belkin surge plug which basically powers everything down once the master socket receives a low power signal (ie when the equipment plugged into it is turned off, in my case, the PC)

This worked fine up until about a month or so ago, is there a setting in the BIOS that determines power at standby? As basically what seems to be happening is even when shutdown, the PC is using more power than expected, so the plug isn't shutting everything off it just remains in standby.

It's Windows 8 and board is an Asus Z68 V Pro

Any ideas?
 
Perhaps the computer is set to hibernate or sleep the power button is pressed?
This can be changes in power options of the control pannel. I believe it is a option to the far left possibly?
Give that a check, other than that I am low on ideas
 
Hibernate dose not require power to work
If the computer is not in sleep
And your plug is in good working order then the PSU is faulty
Power draw should be minimum with PSU off
The only power you get is 5V standby power with maximum power draw of 10-15W
Unplug everything from the PSU and repeat the test
If problem persists then either PSU or your plug is faulty
If that resolves the problem one of your components is at fault and you should check which one
 
Sorry for the delay guys,

I tried turning off fast boot, it is a windows 8 PC, but that made no difference.

I can't see the PSU being faulty, but will give it a check.

Definitely shutting down :)

Cannot find anything in BIOS but convinced it must be a setting of some sort.
 
the surge protector might be set to turn off at the wrong power level. Have you tried to reset its standby level by unplugging it for a few minutes?

1) shut down pc
2) unplug surge protector and wait for it to discharge
3) plug back in
4) start pc
5) shutdown pc again (this sets the standby level for the plug)

does the plug turn off normally after step 5?
