PC Problem...possible hard drive issue

I tried to format my pc...put the XP CD in, and formatted drive...now when I boot my PC up, it crashes within the first 5secs when it checks the drives...everything appears to be ok, but when I press F1 for the BIOS, it says 'Entering BIOS; and just sits there....any help would be great :)
 
Wont even get to the stage where it says Boot From CD....just stops before that stage...tried with CD in and CD out...nothing else is connected to PC...Wont even let me in BIOS...I havnt done anything different as i've formatted PCs in the past so it was straight forward...just doesnt work now...and its driving me mad...
 
There was a blue jumper on the Motherboard, I removed that and put it back on again after 60 secs...Will removing the CMOS battery do anything if i remove it and replace it?
