Pc problems and 1070 bottleneck?

First of all some info on my pc and whats been happening. So for the past 1-2 years i have felt that something is wrong with my pc but i cant think of what the problem is so i dont know where to start so with my case the power button no longer works i have to open the case door and push the power button on the motherboard also when it starts up the fan inside the panel door makes a very loud noise, i have cleared it for dust and nothing is stuck inside, i have to normally wait around 2 mins and give it a bang and the noise will stop and it carrys on fine. Also i used to have the amd 7970 (this pc is 4 years old now around that) but as of just over a year ago the gpu gave up so currently im running on board graphics, this is where some problems have happened, so i havent had the money up until now to finally be able to buy a gpu or even upgrade my setup. so as i have had no gpu i havent gamed at all on my pc besides league of legends stuff like that where a graphics card is not needed and i have a console to play other games in the mean time. So the problem i have is on league of legends i can play perfectly fine with no problems what so ever but then out of know where i play for a few mins and my game crashes and i can load back in but within a few mins i will crash again, it done this a good 10 months ago for a while and cant remember what i done to fix it but that makes me thing something isnt right with my pc because of the crashes. on the motherboard it says A0 so im assuming its saying everything is fine so im very confused.

My setup is

ARCTIC FREEZER I30
G.SKILL RIPJAWSX 16GB (2X8GB) DD
GIGABYTE GA-Z77X-UD3H MOBO
XFX CORE SERIES 650 WATT PSU
INTEL I5 3570K RETAIL

I'm looking to buy either the gtx 1060 or gtx 1070 but im worried that the 1070 would bottleneck and i wouldn't get the best out of it from my i5 3570k it isnt overclocked yet...

So taking in to count the random problems with my pc does it seem like an upgrade would be better or does anyone know why this happens etc, Thank you

I would upgrade the case and also get a 1070. I have an i5 3570k overclocked with 4.2ghz and don't have a bottleneck at 1080p. So I would recommend overclocking your CPU too.

You could also look into upgrading the PSU whilst you're doing all this, even though reviews do indicate that XFX to be a decent unit.


What would your budget for all this be roughly?
