Pc shutting down issue

Hi,

As the title says I have a problem when shutting down my pc. It goes through the shut down process, usually says it has an issue closing steam and messenger but does almost straight away. The windows shutting down screen is shown and the computer seemingly shuts down but the fans and motherboard lights stay running. If I restart wait for it to boot to desktop, let it settle and shut down it then turns off fine. I thought it might have been some internal connection so i double checked everything and all seems fine. I even just changed cases and the problem is still happening. It's not too much of an issue, everything else works perfectly but it is a bit of a pain. Anyone have any idea of what could cause this?

Mine does the same sometimes if I closedown with network centre app still open but it will take ages to shut down. I usually hard reset in this case and then start normally. Sounds like the PC is still running in your case but the display and probably disks have turned off. It seems you will have to explicitly close programs connected externally before shutting down.
 
Well I've tried closing Steam and messenger before shutting down the pc and it still does the same thing. It seems to do it once I've played games (which is the main reason i have a pc). If I browse the web and shut down it doesn't seem to be an issue, even with both Steam and mssgr open. I have the most recent amd drivers and it's done it for a while now so I don't think that's the issue. Could it be my PSU? I've had it for about 3 years but have just bought an OCZ ZX 1000w gold to try that (been itching to get one, so any excuse lol). Would a reinstall of Windows 7 possibly cure the issue? If I did that would I be able to keep what's installed on the SSD through the re-install process? I also can't restart through windows too after playing games which could cause bigger problems i guess.

Sorry for all the questions but it is a pain.
