PC with Beep code problem

I'm helping a friend with PC this problem has just happened out of no where after working fine for a couple of years

Problem: The PC will not boot or post, no display what so ever instead you get 1 long beep followed by 3 short beeps, The Motherboad is an Asus A8N Sli SE, the beep codes as far as i'm aware our for a VGA Failure.

I have removed his pci graphics and replaced with a working one. still the same beep codes. I've taken his graphics card and placed in a spare machine, works fine and will boot no problem.

I've tried replacing RAM, Hard drives, Graphics card pci power cable, resetting the bios, all to no avail.

Am i to assume from this that the motherboard is so how broken and needs replacing?

Or is there anything else you could recommend i try

have you tried reseating the cpu, I had a similar problem, and it was fluff/dust had got into the socket take the cpu out clean dry brush around the socket and either an air duster or blow on the socket, don't spit lol, clean the paste , re paste and reconnect the fan. see what happens
 
Also unplug all unecessary items. You should literally just have the processor, 1 stick RAM, PSU, GPU and power switch cable connected. If possible take it out of the case and sit on a non-conductive board to do this. Finally I would definitely try a different PSU.

With regards the beep codes, are you sure that is the code? If so do you have a PCI GPU you could try instead of the PCI-E ones I presume you are currently using? There is a chance the slot is causing issue rather than the card.
 
Take it out of the case and stick it on some cardboard and test it on there.
Try that GFX you got there on a known working system if you can. That will help eliminate if it is the problem.
