PC won't boot up, need new spec

Hi,
this is my first thread on this forum and first spec request right off the bat :p It is for my sister's computer that broke down recently. When you switch it on, it powers off after few seconds. I replaced PSU however the problem still persists. I tried all kinds of things such as resetting CMOS battery, plugging in RAM sticks one at time, unplugging hard and oprical drives, etc. but it didnt help. Based on all these, I suspect that either MB, CPU or RAM is faulty. Because the computer is pretty old I think it'd be best to replace all these components. Now can you guys spec me possibly the cheapest components? The PC is used for Internet browsing and multimedia. Here's the current spec:

I plan to re-use the hard and optical drives and PSU I just bought ( http://www.antec.com/Believe_it/product3.php?Type=Mg==&id=Njgy ). Therefore I will need motherboard, CPU and RAM. Motherboard doesnt have to have integrated graphics as I have a spare PCI-E video card. Also you could suggest me a new case that I can threw all these into. I really appreciate your help. Thanks.
 
Does the computer make use of any extension cables, e.g. braided cables or extension cables. and is the Motherboard mounted correctly?
 
What's the budget? And what is it used for?

If its just very general 'surf the web', answer/check email, I thought of:

In there is enough RAM, has onboard, and I don'tthink you could go wrong, as it will last for a number of years to come. :)
 
There are no any extension cables used, the motherboard has not been ever touched. Could it dismount itself and now causing this problem? Anyway it wasn't loose or anything like that when I checked. Should I try to dismount it and mount it on back again?

The budget is as cheapest as possible really. THe current hardware, when it worked was getting the job done so there's not really need for going anything better. As you say it is for general web surfing and some music or video streaming. I have to ask if it can be done for anything cheaper than that? Perhaps a cheaper CPU or Motherboard?
 
Sry for double post... Is the motherboard on the build spec'd by Ryan-3 compatible with the RAM? It says RAM is 1600MHz, while motherboard supports DDR3 1333/1066 MHz.
