ok so its not:

monitor
graphics card
memory
HD

fans all spin (graphics card fan spins at full blast)
HD is spinning
DVD drive is working

no lights on USB mouse or keyboard
screen stays on standby
power light / case light is working
no beeps

power supply, motherboard or processor?

Start unplugging stuff like DVD etc - if it eventually posts, it's the PSU being unable to deliver enough power.
Assume all cables checked that they're fully into their sockets ?
Any OC done previously ?
Can you swap any components with another system to check ? PSU first...

Remove the GFX card - it should give you beeps to warn of missing card. Same with the memory, if not then it could be a dead board. Would be good if you can start subbing parts as this is the best indicator of whats gone wrong.

problem persits with or without HD / DVD plugged in
no beeps with or without graphics card
no beeps with or without memory
checked cables on everything

sounds like motherboard? going to test psu tomorrow

I've seen this type of problem before and it has been the RAM. Can you try just one stick, or get some from someone else?

Also try clearing the CMOS which will set the BIOS back to factory settings.
