Just put together my new build

Maximus vii formula
4790k
16gb avexir core
windows 7

It gets to the loading windows screen. The window logo starts to appear, then it resets.

Just try a fresh install

Any ideas

Is this 16gb in a 2x8 config or 4x4gb? You may require a boost on the following voltages in bios. As a higher ram count puts more strain on the memory controller on the cpu.

SA, (system agent)
IOA
IOD

Is it a fresh install?

If its an old install then perhaps the older boards SATA controller was set to IDE, modern boards have a default of AHCI.

that will cause a boot failure.

Change it in the BIOS and see if it gets into the desktop.

Try two sticks first to see if it will boot to windows on stock bios settings. But as stulid has stated, it could well be an issue with old settings. When changing platform i highly reccomend a fresh os install.

Yh stulid is right

All you had to do was set sata ports to ide then boot into windows, there's simple reg tweaks to enable ahci without re installing but nvm you've fixed it now

Your old windows install didn't have the needed ahci drivers hence bootloop at windows logo

you still need ahci mode though for best ssd performance, ide mode will be slower in comparison plus you need trim commands

what os you using?
