PC wont post

I am trying to fix my mates pc that wont post.
The fans spin up like it is going to turn on but then it just shuts down before any power gets to the monitor.

I have checked the power supply and even swapped it with a known working one. The CPU fan is working and I have disconnected the HDD and optical drive. I tried the RAM in a different slot but need to try a different stick to rule that out completely (will be doing that later).

I know the motherboard is a socket 478 and the cpu is an intel celeron. Is there anyway to test either of them without having another board or cpu that fits?

Take everything out of mobo and try booting just mobo and psu, you should get error beeps saying no cpu, if you dont then its psu or mobo, if youve already rules out psu then that means mobo is dead, if you do get beeps put cpu in and try again, you should now get beeps saying no ram, if you do add ram, if you dont then cpu is dead, keep going on this track adding one thing at a time til you get no joy
check mobo manual or manufacturers website for error beep codes
 
There is no motherboard speaker though and I cant find anywhere to attach one. Would the normal speaker connection on the back of the pc work?
 
I can't find one on the case or the motherboard. I am just going go get the RAM so I can check that and then I will try taking everything off to see what happens.
 
Right, I have taken everything off of the motherboard including the RAM and CPU and there are still no beeps (the motherboard does have a buzzer). Does that mean that the motherboard has died then?
