Ok I have looked again this morning using Google Maps (Metro Inn Walsall) and there is a pay and display meter.
Should I pay the fine and move on?

It is very unlikely that they will pursue the fine if you are stubborn about it.

Offer to pay the correct amount that is due (i.e. lost income). Explain that you did not accept any other contract and that signage was inadequate as you saw nothing on entry explaining this was a pay and display car park. The fact you didn't know until you checked is testament to that.
