Performance problems

Last week i rebooted my computer due to a virus problem and reinstalled everything so it was the same as before the virus. There seems to be a problem when playing games though, The performance of the game has dropped a lot i am not getting around 10 fps in garrysmod which is very unusual as i am not hitting 40+. If i run garrysmod on my laptop next to me it gets 34 fps constant. So how can a laptop get better fps then a very high spec pc?

Maybe a silly question but have you put on the latest ati driver? Just incase its running with microsofts own?

Just reinstalled vista to make sure it wasen't something on the computer that was creating the problem and nothing changed i still get 10fps on garrysmod. I also tried wow on full graphics settings and only for 7fps. On my old 8600gt i would hit 30fps on garrysmod and around 20fps on wow.

I have just reinstalled my old 8600gt 215mb gfx card which did get better results than the 4850 is now but that aswell is producing very poor fps.
