Just completed all the silvers myself.

I'm doing it same as I did in PGR2, Steel, then Bronze, then Silver, then Gold, then Platinum.

Got Steel and Bronze, half way through Silver.

For some strange reason it unlocked for me the next day after i loaded the game up again
