I think going off reviews the EK edge it by a degree or 2 but the phanteks has better flow rate and has the added RGB features if that's what you are looking for.

They may look at vega but AMD has not been a success in the water cooling market unfortunately but that could be because the cards do not get that hot.

At the moment phanteks have not mentioned any AMD GPU blocks.

Nah, they just haven't got the top-end market share (and not many who buy the 480/580 will probably bother).
