Photoshop 9 CS2 help

This is going to sound like a right noob noob question but i am really really struggling to find how i insert a picture to work on. I have looked and looked and i cannot and i mean cannot find where id insert a image. What im trying to do is reduce the blur in pictures and someone suggested trying photoshop.

File > Open ?

Once its open you can edit it from there. If your trying to reduce a blur, perhaps try sharpening the image? You can either use the sharpen tool, which is located on the tools pallette, or use the filter. Filter > Sharpen

haha you sly fox, i cant beleive i couldnt find that, i was always trying file > new and then it some reason wouldnt let me open any pictures.

Ill post anymore questions when i get stuk which i know i will be

ok i have a problem. the sharpen tool suggested i am finding hard t uuse as all that happens is it makes the selected part just go all weird colours, like white, purple, green, yellow dots

Anyway to stop this?

The picutre is real rweally blurry, like the same picutre is right above itself just by like half a centermeter, maybe less.

Been a while since I've used PS but try using Unsharp Mask, it can help a bit.. if your picture is too blurry no amount of sharpening will help..
