Photoshop Help Please

A friend scanned this image and emailed it to me to print for a birthday card. Unfortunately I can't get her to redo it and I need it cleaned up as soon as possible - I simply don't know how to do it.

For a second there I was trying to decide which one to use there, before I realised Stupot had changed it

Filter>noise>median, set radius to one.

Then adjust the white point in levels.

I bought a card, and various people scanned and emailed me messages to put in it. I printed them out on coloured paper and stuck them into the card
