Physical memory cache at 70%?

I have just installed my new hard drive which is a "1TB Seagate ST1000DM003 Barracuda 7200.14 SATA 6Gb/s 7200rpm 64mb Cache 8ms NCQ OEM", installed windows Vista 64 and my system is quite slow, i am using an old sata 2 mobo(Nvidia 780i) so i know i wouldn't be getting the full 6Gb/s, but its slower than my old sata 2 drive, i haven't checked for errors or defragged yet but i noticed my memory cache seems very high, is the the problem?

I can't see anything wrong with the RAM from that screenshot.

Windows 7 will cache recently accessed stuff in RAM for quicker access trying to pre-empt what you will use.

That RAM is still available if it's needed for something else.
