If licensing fees and any other obligation/limitations were the barrier to widespread adoption then yes to that statement. It takes a buyer and a seller to disagree a price to buy/sell at. Nitpicking but :p
They clearly didn't care whether it was or wasn't and seem to have gotten roi looking at market share with it as a exclusive feature (amongst many efforts).
