If you are looking to enable it, it's automaticly applied if the game supports it.
If you are looking to dedicate PhysX by using a compatible graphics card in a SLI/Tr-Sli setup, you can specify the physx card in the nVidia Control Panel.
Physx is support by nVidia cards only and simply gives the game a more realistic look. Check out Metro 2033 and the Batman Series for a rough idea.

On the Nvidia geforce program, is it best to optimize the games ?
I would suggest so. It seems to do very well.

I was just about to but for most games it lowers the settings, and when I'm playing the game on high settings its fine

The geforce experience is nigh-on useless for pc gamers that aren't completely new to the platform tbh.
