Pico 4, Quest 2 or Pico Neo 3

Pico 4 has pancake lenses which are a huge upgrade. It's not just resolution that matters or even the type of panels, the lenses make a difference. Older Fresnel lenses have glare and blurring around the edges. Pancake lenses are clear across the entire lens.

As you've never had VR before then any modern headset will blow you away.
 
Still on the fence here really stuck

Flip a coin. Seriously, for a beginner in VR, either headset will blow you away. You aren't going to know what you will like/dislike until you try VR. That's why Unseul's suggestion of a second hand Quest 2 might be a good idea. You aren't spending too much, you are getting one of the most beginner friendly headsets out there with a large range of after market accessories and biggest library of games.

For you, I don't think there is any wrong choice.
