I dont see why not 'eventually' as technology advances so much nowadays but when is an unknown time.

Hosting the server half way between the US and UK is about the only way you will achieve better and fairer pings. : )

Not unless the speed of light changes in the future.

Time taken to travel in a straight line from london to new york is 18ms and to california is 29ms. It's not feasable to lay wires in a straight line and all the servers and switches generate more latency.

The question is "will we ever". And the answer to that is we don't know but most likely (although it will take a good while as there are some fundamental problems currently).
