Anybody know how I can create the tiled image?

I could create a contact sheet in Photoshop, but the image names aren't all 3-figured. Photoshop adds images like 1, 10, 101, 102, etc.

I used to do this kinda thing, its easy to learn and quite satisfying. On the graphics forum I used to be a part of a few of us united and built a whole creative city together. One person would make a building, then another person would add some road and a house, and it'd just sprout with only your imagination holding you back! This one's quite zoomed in and detailed though, our ones were smaller scale , although still large in area.
