Planning Permission Question

I am looking at an extension that is 30cm short of the 25m distance needed between some windows on ours and one of our neighbour's property.

The neighbour is happy with it due to good relations though as it's only about 30cm short. Has anyone had similar where it's just short of what's officially allowed to the regulations? If the neighbour approves it, is it something that can be approved? Just scared of wasting the money to go through the process if it will always be an automatic no.

It depends how pedantic the planners are. When we wanted to replace a window (that faced a neighbours house that was exactly 1m away) with a door and they came out and measured it and insisted that the frame was set back an extra 1cm, so that it was over 1m away from the neighbouring property.
