for the house-trained - similar problem when you fuse some artificial clothing fibres onto the bottom of an (electric) iron -
scrape if with hard wooden object that won't scratch ... in retrospect a heat-gun might have worked.

toothpaste gets this black burnt on gunk off

Accidents happen.

Indeed they do, and sometimes they 'grow up' and melt plastic tubs to gas cookers and think the best way to rectify it is to open all the windows, turn the gas cooker on full and leave the house for an hour or so.

Pictures would help.. But if you can scrape the worst off.. You can maybe warm the remainder up with the gass hob and scrape more off and do it that way.

Keep the windows/kitchen door open and extractor fan on etc. though.

Should I just open all the windows, whack it on full and go out for an hour?

Just putting it out there… but you could just bin it, buy an induction hob and just never look back
