Go Ryzen 2 IMO, and get a 1TB SSD and if you want another Tb mechanical drive.

Hybrid drives aren't great. As MissChief said, an SSD and separate HDD would be better.

I imagine you could do better than a full retail version of windows as in £100 better. I have seen SSD's with windows pre-installed and activated.

A Z-series motherboard, 9600k and the noctua must come to about £450...Unless you have a specific need to go Intel, the R5 3600 or 3600x with an x470 boardand even a modest aftermarket cooler (not that you need one), would save you at least £100, and offer similar performance.
