PLEASE HELP! Having trouble connecting to internet with new PC

ok so exact same test with safe mode turned off, my download has been sapped to 4mbps and an upload of 2.97

so this means there has to be something that is throttling my speed right?

So if it's ok in safe mode then the hardware is ok. It could be either a driver issue or something else is happening in the background. Have you checked your network traffic in the task manager when not in safe mode?

I think ive fixed it!

Used task manager to see what was happening at start up! Disabled windows one drive. Restarted ran a speed test, 22mbps download! What on earth lol.
