Please Help! New PC build Advice.

I'm almost thinking based off that then maybe I'm better dropping to an 4080 card since it wouldn't be as future proof as originally thought and save the money aside for the future.

The 13900K might not offer you a noticeable upgrade in gaming, but a 4090 will, especially at 4K and with max settings. So, that's not a downgrade I'd recommend.

If you did want an affordable 4K card, then the Sapphire 7900 XT OCUK have @ £729 is the one I'd choose.

Great. Could I pair that with the AMD build you have already suggested or would I need to alter the item list?

Motherboard: doesn't care.
Case: is fine, Phanteks say max length: 435mm (for P600S) and the Pulse is 313mm.
PSU: it has 2 separate 8 pin PCIE cables and the 7900 XT needs two 8 pins, so is fine there too.

Make sure you check it out thoroughly before you buy though (in comparison to the 4090, for the games you want to play), since you'd lose a lot of ray tracing power, but it does have enough raster to play any game @ 4K and is half the price.
