Please help, what's wrong?

I just cant find the connection problem, Windows Firewall is quite limited, I dont have much experience with avast but is there some setting within that which I need to adjust?
 
Here is a list of all the programs I have running which a re vaguely connected to the internet:

Windows Firewall
Avast 4.7 Home
Spybot 1.5
Spyware Blaster 3.5.1

That's nice. Did you read my links above, namely: "

This is typically caused by a bad Steam install or something got corrupted on your existing Steam installation.

The easiest fix for this problem is to delete this file (usual location):

c:\program files\valve\steam\clientregistry.blob"
 
I've tried installing numerous times, under several conditions, with several different installs.

I tried deleting that file, but it didn't seem to make any difference to me, but thanks.

ooh, something different, its now saying that it cant find steamUI.dll, probably because I manually gave it the steam.dll

Right, I've resigned myself to the conclusion that it isn't my computer.

I've tried every conceivable combination of software installation and setup, so it simply cannot be on my computer. I believe that whatever ports are required by steam they must be being blocked by the network I'm on here in my halls :(
So no HL for me until Christmas, where I can install everything at home. Hopefully once steam is up and running I'll be able to access games in offline mode.
