Please someone invent this!

Can someone just clarify something for me - there are 3 ports:

1. at the top. What is this used for? Am I to understand that this is just to a fill the outer tube with fluid?
2 and 3 on the bottom - These are the double helical res part - inlet and outlet?
 
its still a res but a small one and the main part can be filled with clear water as well as the tubes to provide more heat exchange ofc its not going to give the most performance but from an aesthetic stand point it looks great and lets face it you can always have a nother res if you want more volume
