I like the Nuc specs. wanted at least a i3, but it is out of budget. Need to find one cheap if I can?

Not sure you'll find it inside 250. Windows alone will be 70 of your budget. Think you will need to look secondhand.

I got my son a nuc for christmas. Seems cheap, then add msata ssd, ram, wifi, windows. Soon jumped up to just sub £400

You can go a celeron NUC much cheaper than that but not the i3.

celeron is dual core i think cant say where it is from but they are going for under £100 which is not bad considering all it needs is a ssd and ram os is optional

This thing would be great for my wife. Just mount the nuc behind a 24" monitor and she can then surf the web. We don't have a lot of room where she wants the pc, so this would be great if I can make one cheap and is at least fast a little for web browsing?

if they are good to stream blu rays web shouldnt be a problem plus having ram should be good for having more tabs open etc

Would it be feasible to do a bit of desk drawer (if there's any) modding to place the parts inside? Could save a fair bit that way and desk mods are all the rage:
