Why am I thinking transsexual? :p

A stop tap is usually what's fitted to the rising main to isolate the water supply. Should be an easy job.
 
It was inside the house under one of the cupboards? main income of water to the house apparently?
 
Too many variables, lead pipe, copper, plastic? Damaged? Access? I would prob say hourly rate plus parts..If its easy, its quick and cheap, if its not then it'll cost yah....Hows that for non committal ;)
