Plumbing help needed

Hi Guys,

I have water constantly running from my toilet. I'm sure its a simple fix but i'm a complete novice with stuff like this. It's not overflowing or anything just constantly running from the top of the bowl.

I have opened up the top of the cistern but really don't know what to touch to fix it. Here's the inside -

Could some kind soul tell me how to fix this?
 
Is that blue float catching on the flush valve? Had this before in a small cistern, they look pretty close together.
 
If it's not catching/stuck, it just needs adjusted.
The top of the blue thing where it attaches to the white lever can be moved up or down to adjust the water level in the cistern.

Just had a look there, no the blue float is not catching on the flush valve, I can push the float down slightly but doesn't appear to do anything.

Probably. Just pull the float up a bit to make sure that it stops the flow and the valve works properly.

Ok I will give that a shot, heres a better pic showing the level of the blue float in the water if that helps.

Is the flush valve coming back up all the way? (The thing on the right)
Can you pull it upwards? If you do, does it stop running?

It appears to be coming back up all the way, tried pulling it up but nothing happens. Tried adjusting the level of the blue float but it never made any difference!
 
The flap/flush valve in the bottom of the syphon is worn out, turn the water off to the float valve to stop the cistern filling then remove the syphon assembly, usually by twisting a few degrees. They are normally like a bayonet fitting. Then repair or replace.
