poker rule question

I was playing poker the other night with a few mates and one of them kept on betting blind i.e not looking at their cards. Apperently to call them i would have to put in twice as many chips if i looked at my cards. Is this actually a rule or one they made up, because it is very anoying and they did actually win but to me it seems that the game is not being played properly and comes down to luck? i cant seem to find anything about this on the net.

There is some information at the following URL on 3 card poker:

This would indicate that players are either "Blind" or "Seen".
A quote from the rules:
The terms are literal, meaning a Blind player does not look at his cards and a Seen player looks at his cards. If the player chooses to play blind, he must at least match the ante, but can also bet any amount that is greater than the ante. A blind player also has the option of folding without looking at his cards. If the player chooses to play as a seen player he must then either fold or bet at least double the ante. There is no maximum to how much he can bet.

However to bring in the rule on playing blind into say a game of "Hold Em" or "Stud" I would have thought would have to be agreed by all players before hand as I don't think it makes up part of the "proper" rules.
