Poor Performance

sorry if i posted this in the wrong place new to forums but wanted to seek the help from the community.

I enjoy gaming on pc on my old system but felt i needed a tune up as i will be unable to run upcoming games.I got a new gpu upgraded from 650ti 2gb to a palit 1070 games are running better but not as much as i feel they should be and im only trying to play in 1080p is this just me expecting to much from my system or are my other components not up to scratch

intel i5 4440
palit 1070 8gb
16gb ram
700w psu

i thought it should to but the fans seem to be running fine infact the card doesn't even seem to get pushed past 50% usage thought it might of been the cpu?

gta5 nearly max few things off or lowered. frames normally around highs of 60 lows of 30ish may dip below 30 now and then but its not consistant at all the fps are all over the place constantly up and down

arma 3 run it on standard like 30 frames but again drops to 15 somtimes thats on campaign not multiplayer

fallout 4 mostly 60 but different areas of the map get drops to 30ish ultra settings

ryse ulta mostly 60 but drops to 25-30 every so often

rainbow 6 seige ultra 50-100fps

every game i have tested can hit 60 and i belive that the cpu does sit pretty high not sure what the temps are though how would i check

i did find out how to check CPU usage seems to be topping out the temps are 37degrees

i was thinking that but surely i shoukd get a much more consistant fps in most games and how would i be able to do that?

i was planning on upgrading in a month or two just wanted to make sure it wasn't the new GPU i just brought

it could be the usage then the usage sits around 90%-95% but when i do experience poor frames the cpu does seem to sit at 99-100%

tried the firestrike test got a score of 10 972 says better than 79% of other results do you need the advanced version to see similar systems

ahh might take my gpu to my mates house test it in his rig hes got a 6700K see how it goes but thanks to everyone for the help means a lot

nice does that mean it probably is the cpu then? was thinking of upgrading to the 5820k recommend anything other than this?

i am planning to create a new build its just getting the cash to do so so i have no problem with getting a new motherboard but is the 5820k sufficient enough for high end gaming within the next 2-3 years?
