Poor upload from O2?

Recently got an O2 connection (8mb) - flat choice not my own.

It activated on friday and although it works it seems to crawl along 24/7. Speed tests look impressive with it ranging between 6-12mbps. But they all fail due to timeout on the upload test and uploading any 0.5mb document on hotmail will just hang forever.

Is it possible that a poor upload is completely crippling the line? Here are the stats:

Uptime: 0 days, 0:47:33
DSL Type: G.992.5 annex A
Bandwidth (Up/Down) [kbps/kbps]: 1,321 / 17,043
Data Transferred (Sent/Received) [kB/kB]: 0.00 / 0.00
Output Power (Up/Down) [dBm]: 12.0 / 18.0
Line Attenuation (Up/Down) [dB]: 16.0 / 31.0
SN Margin (Up/Down) [dB]: 6.5 / 6.5
Vendor ID (Local/Remote): TMMB / BDCM
Loss of Framing (Local/Remote): 0 / 0
Loss of Signal (Local/Remote): 0 / 0
Loss of Power (Local/Remote): 0 / 0
Loss of Link (Remote): 0
Error Seconds (Local/Remote): 0 / 0
FEC Errors (Up/Down): 0 / 4,279
CRC Errors (Up/Down): 0 / 5
HEC Errors (Up/Down): 48 / 4

Thanks for any suggestions. I dont think there is anyone using torrents..etc and it has always been like

I've seen something like this before but unforunatly can't remember details...

Think tweaking MTU or RWin might fix it.

Doesn't look too terrible. Not sure if there is traffic shaping going on or something. But last night i could play TF2 with 30 ping and no problems, but the bbc and other websites can take 10s to load and many timeout (hotmail, eggcard, facebook). I`m also unable to stream iplayer (non-HD) due to constant loading pauses - which is frankly rubbish bearing in mind that my mobile can support loading them without problem :(

Doesn't look like the upload is being raped. Even having timeouts reloading this page

The slow websites could be down to DNS, give OpenDNS a go.

I don't know about iplayer but I find youtube to be very slow at loading, not sure if Be/O2 have messed up their peering or something?
