Well, after a few hours of troubleshooting my Vive for disconnecting and reconnecting windows effects and constant popping in the right headphone, I tracked it down...

It was my socks.

Alpaca woollen socks.

I was a VR De Graf static generator... well, that's about as bizarre a series of troubleshooting steps I've ever been through!

It may sound weird, but I've heard of similar issues in the past.

Someone I used to work with referred to an issue in the 1960's and 70's where people involved in computers were not allowed to wear nylon clothes as the build up of static from friction transferred to the computer as they were typing. If there was a hitch in the computers she never referred to it as a 'bug' but as a 'nylon knickers' problem.

Coincidentally, my mum bought me a Pringle cardigan for Christmas ( :) - it's warm and comfy) which has some nylon in it which does tend to build up a bit of static. Sometimes when I touch my work desk two of my monitors reset.
