'Portable' external drives

Hi,

Can someone please confirm to me that a 'portable' external drive means that it's powered from USB rather than having a power brick? Is that what the portable bit means? This is the one I'm looking at-

It does not state but as its only 250GB I would assume its got a 2.5" Lappy HDD inside therefore its 5v and will run from USB power.
