Possible to creat a desktop shortcut to a specific device in device manager?

I'd like a desktop shortcuts to my embedded 3G device (huawei) in windows 7 so that I can disable/enable it quickly and easily. I don't like the fact that I have a 3G card that's always polling the network so I'd like to keep it disabled for the 99% of the time which it isn't required.

I have an asus ul30a laptop and the standard hot key utility that comes with it doesn't work. It just turns all wireless (3G, wifi, blutooth) on or off. It doesn't toggle between having then on or off individually or in pairs.
 
Not sure on the exact 7 method, but you could disable the network connection in XP by creating a shortcut to the network connection on the desktop, and then right click for disable/enable.
I think you can do the same in 7. Run ncpa.cpl, right click on 3G network connection and create shortcut. It should then ask to put it on the desktop.
Right click to disable and enable the connection which should disable the hardware.
