Are there any little utilities out there that can lock games at a certain FPS... maybe more specifically, Crysis at 30 so that I can use my Xbox controller on it.
You could use Vsync but the lowest you'll get with that is 60. I know that C&C Generals is capped at 30 by default, as are a few other games. Maybe there's an ini line or console command for Crysis, I'm not familiar with the game myself.
its usually done by console commands....im fairly sure there is 1 for crysis aswell as 1 of the guys in these forums posted a config and he said he had locked the fps @ 30(i think) for more consistant fps
Turn on all the cards features then downclock it, should end up at 30fps. xbox controller works any speed afaik, unless you mean the first xbox then I guess thats something else

Personally I mainly game on my 360 so have no problem playing FPS games with a controller. Also, I play Crysis through my 50" TV whilst kicking back on my sofa, not easy to do that with a keyb/mouse
if you have 1fps set on your client then yes
it drops your framerate to whatever you set it to, as said i am not sure if it only does it during recording or all the time

It feels more like a console game then. Joypads always feel weird on games with wildly varying frames per second.
The command to lock FPS in Crysis is fixed_time_step -0.0335. Due to the nature of how it works however, if your framerate dips below 30, the game will also slow down, to match the action with the frames (it's primarily for movie making, so that if you set the movie to 30fps, the game will look like 30fps too as it keeps the frames to the action - this is how they did movies like Toy Story and the like back in the day, graphics that are supposed to be impossible for the time to render were simply rendered in slide-show slow motion anyway, then sped up).

KNiVES also answered your question - it's quite difficult to play games with a controller when the frame rate is dropping and rising all the time.
As for why I'd like to play using a pad... Well just for ***** and giggles really
I've never had a problem playing a game on PC with a Joypad, I still don't get how it's different than using a mouse in that respect, but horses for courses I guess.
